Partnerships are the cornerstone of ENI CBC. They are a legal requirement and essential for activities to be of benefit on both sides of the border – joint problems require joint solutions.

All ENI CBC projects should be implemented by at least one partner from a Member State and one from an ENI Partner Country or Russia. Turkey, which participates in the Black Sea Basin programme with accession funds, must have at least one partner from each.

The most effective CBC partnerships are those where the issues and solutions are jointly identified, the actions are jointly implemented for the benefit of regions on both sides of the border, and each partner brings the competence, knowledge and skills to effect the change that is needed.

But how can I find the right partners and what do I need to do to build and maintain a successful partnership? Finding partners, and communicating or collaborating with them, was the main challenge identified by potential applicants in a TESIM survey of support needs conducted in 2016.

Good projects bring relevant and positive changes to the target regions on both sides of the border. But good projects deserve good preparation in terms of identifying the issues to be addressed, defining the project idea, building a strong partnership, outlining the relevant intervention logic, and stressing the CBC added value.

Those eligible organisations willing to tackle the challenge of developing a successful project proposal, should be aware of the different steps of the project development process, analysing a relevant cross-border problem or opportunity; outlining the objectives, outputs and results; identifying the target groups and final beneficiarie; defining the project indicators; drafting the workplan; and allocating adequate resources to the planned activities.

But they will not be alone in this important process.

TESIM, in close cooperation with programme management bodies and National Authorities, offers support for the eligible organisations in CBC Partner countries by:

• Delivering capacity building activities (information events and workshops) in project identification and development
• Providing training materials, information and tools for the different steps for developing a cross-border project idea to the submission of a complete application form
• Providing online training modules on project preparation (GoForENICBC online learning plaftorm)

Good projects do not only require sound design, but also sufficient management capacity from all beneficiaries for activities to be implemented and results successfully achieved. Ensuring a good understanding of programme rules by project beneficiaries is also the key to avoiding project irregularities and the risk of having to repay unduly spent funds (recoveries).

Throughout the implementation of their ENI CBC projects, beneficiaries will need to tackle practical issues such as preparing financial planning, setting up accounting systems and document archiving, understanding eligible costs, respecting procurement rules, monitoring and adapting activities, evaluating results, communicating, preparing successful reporting, and understanding the requirements of project expenditure verification and controls.

During 2018, TESIM, in close cooperation with programme management bodies and National Authorities, will offer support for project beneficiaries in CBC Partner Countries (and their auditors if needed) to successfully tackle these issues by:

• Delivering capacity building activities in project implementation and management related topics
• Providing online training modules on project implementation and management (GoForENI CBC online learning platform)
