    The neighbourhood community unites at the ENI CBC and Interreg NEXT conference

     

    A call for cooperation in uncertain times

    On September 25, the halls of The Faculty in Brussels filled with participants from across Europe and neighbouring countries, eager to share, learn and celebrate the work done under the ENI CBC and Interreg NEXT programmes. Titled “Neighbours in Cooperation,” the conference gathered this diverse community, united in the spirit of cross-border cooperation, to explore the progress and impacts of the programmes.

    The event began with an opening address by Themis Christophidou, Director General of DG Regional and Urban Policy, who underscored the importance of cooperation as both a solution to shared challenges and a pillar of resilience. “Cooperation is an expression of solidarity,” the Director General remarked, “a way to build resilience and ensure that communities can overcome obstacles together.”  Her words set the tone for the conference, dedicated to fostering a sense of unity and purpose, even in face of challenges.

    Building strong partnerships across borders

    Throughout the day, sessions focused on the critical role of partnerships between the EU and its neighbours. Discussions highlighted the significant progress in joint initiatives across borders, showing how cooperation has evolved over time. Participants, including representatives from key EU bodies, programme authorities, EU Member States and Partner Countries, shared insights on how partnership-driven programmes have led to impactful initiatives addressing a wide variety of topics. Panellists explored the core principles of equal footing and shared ownership, emphasizing the ways these principles allow partners to work across borders to tackle issues from climate change to economic development, from regional connectivity to social inclusion.

    The role of partnerships in strengthening the EU’s Neighbourhood Policy was also a central theme, with speakers pointing to the successes of the programmes in fostering a cohesive framework for cooperation. Reflecting on recent challenges, panellists noted how even in the face of geopolitical disruptions, the spirit of partnership has persisted, enabling participating countries to address issues collectively, rather than in isolation.

    Enhancing territorial attractiveness

    The conference also addressed the concept of territorial attractiveness, a fundamental goal for many of the ENI CBC and Interreg NEXT projects. With a focus on building economically vibrant, environmentally sustainable and culturally rich regions, the programmes have aimed to make these areas more appealing for both residents and visitors. The 982 projects which were implemented in the 2014-2020 programmes involved over 3.600 organizations across EU Member States and neighbouring countries. These projects represent a robust, place-based approach, and are tailored to address the specific needs of the territories they serve.

    Conference participants were encouraged to explore 51 featured examples displayed in an exhibition area, each project showcasing innovative solutions and highlighting the community-driven nature of cross-border cooperation.

    Testimonials of impact: Real stories of cooperation

    The day concluded with the session which took on a uniquely personal tone, presenting testimonials from project partners and beneficiaries. These personal stories provided a human face to the work being done, underscoring how cross-border cooperation extends beyond policy to make a tangible difference in people’s lives. These initiatives have demonstrated success across several priority areas: economic growth, environmental protection and social inclusion. Importantly, these projects have also emphasized the role of youth and women as active participants, ensuring that future generations are engaged as leaders and decision-makers in their regions.

    Whether from Moldova, Armenia, or Palestine, each beneficiary offered a personal glimpse into the achievements made possible through the joint efforts. These stories reminded participants of the conference that cooperation is about hope and building a better tomorrow for the people who call these places home.

    Reflecting on the progress and looking forward together

    The conference not only celebrated the achievements of ENI CBC and Interreg NEXT, but also served as a call to action for the years ahead. With a focus on building partnerships, increasing territorial appeal and empowering communities, the conference highlighted the ongoing potential of the cooperation programmes. As the event came to a close, it was clear that this community – united by shared goals – is ready to shape the future together. The stories, insights and connections from this year’s conference will continue to inspire and fuel the collective ambition to build a brighter, more interconnected tomorrow.

    This is also encapsulated in Christophidou’s parting words that resonated with the attendees: Today is an inspiration for all those working to advance cooperation at all levels.
