Training on procurement for Ukrainian beneficiaries and controllers of Interreg NEXT programmes

The programming phase of Interreg NEXT programmes is close to the end and we encounter new challenges in the horizon. According to article 59 of the Interreg Regulation (2021/1059), “the Commission shall provide the draft financing agreement when approving the external programme”. It is expected that the programmes are adopted by the Commission before the end of the year, but this time the drafting of the financing agreements does not rely entirely in Brussels.
We also find in article 59 the need to draft implementing provisions between the Member State hosting the Managing Authority and the Partner Country. These provisions must set the mutual rights and obligations with regard to the programme implementation and financial management. They may be set in a separate document (implementing agreement) or be integrated in the financing agreement when co-signed by the Managing Authority.
On 12 July TESIM held a LabGroup meeting on this matter addressed to the programme bodies.
