The ENI CBC “Black Sea Basin” Joint Operational Programme 2014-2020 launched its 2nd call for proposals on 1 October 2018.

The indicative financial allocation of 24,479,111.70 EUR is divided between two thematic objectives:

  1. Promote business and entrepreneurship within the Black Sea Basin
  2. Promote coordination of environmental protection and joint reduction of marine litter in the Black Sea Basin

The deadline for submission of applications is 31 January 2019 at 14:00 (Romanian time).

The 1st call for project proposals of the ENI CBC “Black Sea Basin Joint Operational Programme 2014-2020 is open starting on 31st of January 2017, 14.00 (GMT+2) with the deadline of the 31st of May 2017, 23:59 (GMT+2).

The 1st call for proposals is open for  project proposals contributing to all programme thematic objectives and priorities:

  1. Promote business and entrepreneurship within the Black Sea Basin
    • Priority 1.1 Jointly promote business and entrepreneurship in the tourism and cultural sectors
    • Priority 1.2 Increase cross-border trade opportunities and modernisation in the agricultural and connected sectors
  2. Promote coordination of environmental protection and joint reduction of marine litter in the Black Sea Basin
    • Priority 2.1 Improve joint environmental monitoring
    • Priority 2.2 Promote common awareness-raising and joint actions to reduce river and marine litter

The overall indicative amount of ENI funds for the two thematic objectives for the first call is 19,655,625.60 EUR.

On 3 August 2021 the Estonia-Russia CBC Programme launched its 4th call for proposals focused on capitalization and clustering with the overall indicative amount of at least EUR 230 730. The call aims to enlarge the influence and ensure higher impact of the Programme on its territory and beyond the border regions. For this purpose the ongoing or completed projects of Estonia-Russia CBC Programme are invited to capitalize on and maximise the results already achieved or to be achieved within 1st, 2nd, 3rd Calls projects and LIPs.

Projects within the 4th call for proposals are expected to:

  • contribute to transferring project results, knowledge, good practices (knowledge and transfer oriented approach);
  • contribute to enhancing the visibility of projects/programmes results (communication oriented approach)

Only project ideas connected with already awarded projects will be accepted.

Capitalisation projects should support previously awarded Estonia-Russia CBC Programme projects to capitalise on their results in the identified niche themes in following thematic objectives (TOs):

  • TO1 Business and SME development;
  • TO5 Support for local & regional good governance;
  • TO6 Environmental protection, climate change mitigation and adaptation.

The deadline for submission of project proposals is 9 November 2021.

3rd call for proposals of the the Estonia-Russia CBC Programme 2014-2020 is open from 25 November 2019 to 21 February 2020. 

The call is dedicated to the Thematic Objective 5 (TO5) “Support to local and regional good governance” with the specific areas:

  • Improving cooperation between local and regional authorities and their sub-units;
  • Improving cooperation between local and regional communities.

The overall indicative amount of Programme financing allocated for the 3rd Call for proposals is EUR 432 373,32. The minimum amount of the grant to a project is  EUR 50 000, the maximum –  EUR 100 000.

The one-step procedure foresees submission of a full application form through the Programme electronic Monitoring System (eMS) by the set deadline.

On 10 January 2018, the Estonia-Russia CBC Programme 2014-2020 launched the 2nd Call for proposals for the Programme specific area `Fostering shared actions in risk management and a readiness to cope with environmental disasters` under the Thematic Objective (TO) 6 `Environmental protection, climate change mitigation and adaption`.

The deadline for submission of Project Summary Forms (PSF) in the electronic monitoring system is 7 March 2018 at 17.00 (Estonian time).

The programme financing allocated for the 2nd Call for proposals is EUR 870 000. The maximum grant per project is EUR 400 000. The minimum co-financing rate by partners is 10% of their own part of the project budget.

The 1st Call for proposals of the Estonia-Russia Cross-Border Cooperation Programme (CBC) 2014-2020 is open from 17 January 2017. The deadline for submission of project applications (Project Summary Forms) is 3 April 2017 at 17:00 (Estonian time).

There are three thematic objectives (TO) supported by the programme under the 1st Call for Proposals:

  • TO1 Business and SME development
  • TO5 Support to local and regional good governance
  • TO6 Environmental protection, climate change mitigation and adaptation

The programme will finance activities within the projects which have a purely cross-border character and involve at least two beneficiaries of whom at least one from the Republic of Estonia and at least one from the Russian Federation.

On 14 November 2019 the ENI CBC Hungary-Slovakia-Romania-Ukraine Programme 2014-2020 launched its third call for proposals with the deadline of 27 February 2020 (14:00 CET).

The indicative budget of EUR 17,3 million is available for the following priorities:

3.1. Promoting local culture and history along with tourism functions

6.1.  Sustainable use of the environment in the cross border area

7.1.  Development of transport infrastructure to improve the mobility of persons and goods

8.1. Support to joint activities for the prevention of natural and man-made disasters as well as joint action during emergency situations

8.2. Support to the development of health

Applications must be submitted online via IMIS 2014-2020 Application Module .

The second open call for proposals of the ENI CBC Hungary-Slovakia-Romania-Ukraine Programme 2014-2020 was launched on 17 May 2017.

The indicative allocation of the second call for proposals is EUR 22 million, available for all six priorities of the programme.

This call is open for regular projects, defined as either infrastructure, soft with an infrastructure component (in both cases the budget share for the acquisition of infrastructure is below EUR 2,5 million) or soft project, within the minimum and maximum grant size.

The deadline for submission of the project proposals to the one-round call is 30 November 2017 (2nd corrigendum) at 23:59:59 CET

The first Call for Proposals of the Hungary-Slovakia-Romania-Ukraine European Neighbourhood Instrument Cross-border Cooperation Programme 2014-2020 has been launched on 15 February 2017 by the Hungarian Prime Minister’s Office. This office acts as the Managing Authority (MA) of the programme and the Slovak Ministry of Agriculture and Rural Development, the Romanian Ministry of Regional Development and Public Administration and the Ministry of Economic Development and Trade of Ukraine act as the National Authorities (NAs) in the programme.

The indicative allocation of the first Call for Proposals is 22 million EUR, available for four different priorities of the programme as follows:

  • Priority 6.1: Sustainable use of the environment in the cross border area – preservation of natural resources, actions to reduce GHG emission and pollution of rivers
  • Priority 7.1: Development of transport infrastructure to improve the mobility of persons and goods
  • Priority 7.2: Development of ICT infrastructure and information sharing
  • Priority 8.1: Support to joint activities for the prevention of natural and man-made disasters as well as joint action during emergency situations.

The call for strategic projects by the Italy – Tunisia Programme  started on 18 October with the deadline of 17 December 2019. Strategic projects are supposed to promote innovations relevant to the policies and the needs of the Programme territory, ensuring long-lasting results beyond the project duration.

The EU contribution of €14 000 000 is divided between all three thematic objectives of the Programme.

This one-step call invites for participation public and private bodies from Sicily (Italy) and Tunisia. The partnership must consist of a minimum of 4 partners (including the Lead Partner), of which at least 2 based in Italy and 2 in Tunisia (eligible areas). The maximum number of partners per project is 8. The maximum duration of each project is 24 months.

The Programme contribution for a single project will range between €1 200 000 and €1 800 000 covering a maximum of 90% of the total costs.

The Italy – Tunisia Programme has launched its first call for proposals concerning standard projects on 26 October 2017. The overall indicative amount available for this call is €16 000 000 divided between the following 3 thematic objectives:

  1. Business and SME development
  2. Support to education, research, technological development and innovation
  3. Environmental protection, climate change mitigation and adaptation

In the framework of the notice, public and private organisations based on the territory of Sicily and Tunisia with the exceptions noted under notice n. 01/2017 can participate in the call as well as Italian governmental ministries and national organisations based in Rome acting in the national interest.

Projects can be pilot actions, cross border experiments, transfer of expertise or experience. Each project must have at least 2 partners (including the lead applicant), of which at least 1 must be from the eligible territory in Tunisia and 1 must be from the eligible territory in Italy. Projects cannot contain more than 3 partners from the same country.

The EU contribution to each project can be between a minimum of €800, 000 and a maximum of €1, 200, 000. The maximum duration of each project must not exceed 36 months.

The deadline for proposals is set for 15 January 2018 at 14:00 and must include a project summary in French.

The launch of the call is accompanied by a series of technical and information events in both Sicily and Tunisia which will take place in November and December 2017.

A supplementary call for proposals for re-committing released funding of the Programme opened on 14 December 2021 with the deadline of 17 March 2022. The call targets either development or capitalisation projects.

A development project is working towards a defined specific objective related to the programme priorities and priority elements specified for this call. The minimum amount of the total cost of the project is 50 000 EUR. A capitalisation project is linked to an implemented Karelia CBC project, either finalised or ongoing. The aim of the project is to further improve the outputs of the project, further disseminate the results of the project and share experiences with relevant stakeholders. The minimum amount of the total cost of the project is 20 000 EUR  and the maximum amount is 60 000 EUR.

This one-phased call for proposal re-commits funding released from the implemented projects. The amount made available under this call for proposal depends on the amount of released funding.

A call for proposals of the Karelia Programme dedicated to Priority 3 “Clean and comfortable region to live” (in particular, waste management and preserving/improving the biodiversity) is open from 1 October till 5 December 2019.

This one-phase call invites project proposals with an infrastructure investment component of minimum EUR 1 000 000. The overall indicative amount made available under this call for proposals is over EUR 5 000 000.

The 6th Call for proposals of Karelia Programme was launched on 27 August 2018. The total funding of EUR 6 800 000 is available for the priorities Growing cross-border business cooperation, Attractive cultural cooperation and Clean and comfortable region to live.

The call for proposals is two-phased: first, concept notes describing the project ideas should be submitted for evaluation until 15 October. Then, the best concept notes will be invited to submit a full application to the second phase of the call which will be open from 8 January till 12 March 2019.

The Karelia Programme launched their fourth and fifth calls for proposals on 2 March 2017 concerning the following themes:

The overall indicative amount made available under this call for proposals is EUR 2 500 000. The deadline for concept notes is 11 May 2017. 

  •  Calls for proposals 5: Clean and comfortable region to live, regular

The Karelia Programme launched their first, second and third calls for proposals on 16 January 2017 concerning the following themes:

  • Calls for proposals 1: Growing cross border business cooperation, micro

The overall indicative amount made available under this call for proposals is EUR 500 000. The deadline for proposals is 23 March 2017.

  • Calls for proposals 2: Clean and comfortable region to live, micro 

The overall indicative amount made available under this call for proposals is EUR 500 000. The deadline for proposals is 23 March 2017.

  • Calls for proposals 3: Attractive cultural environment, regular 

The overall indicative amount made available under this call for proposals is EUR 3 693 054. The deadline for proposals is 31 March 2017.

The 4th Call for Proposals of Kolarctic CBC 2014-2020 is open from  3 February to 31 March 2020, 16.00 (EET). The call is reserved for micro-projects falling under the  TO1 Business and SME development or TO6 Environmental protection, climate change adaptation and mitigation.
Maximum duration of a project: 12 months.

The 3rd Call for Proposals for standard projects of Kolarctic CBC 2014-2020 is open from 21 September to 21 December 2018 (till 4 p.m., Finnish time).

The Call covers the following Thematic Objectives:

TO1 Business and SME development;
TO6 Environmental protection, climate change mitigation and adaptation;
TO7 Improvement of accessibility to the regions, development of sustainable and climate-proof transport and communication networks and systems;
TO10 Promotion of border management and border security, mobility and migration management.
The Programme particularly encourages projects promoting Fluent mobility of people, goods and knowledge through TO7 and TO10.

Kolarctic CBC 2014-2020 launched its 2nd call for proposals for standard projects on 26 June 2017 with the deadline for submission of the Grant application on 29 September 2017 at 4 PM (Finnish time).

The call addresses priority axes 1 and 2 and the following thematic objectives (TO):

TO1 Business and SME development;
TO7 Improvement of accessibility to the regions, development of sustainable and climate-proof transport and communication networks and systems;
TO10 Promotion of border management and border security, mobility and migration management.

1st Call for Proposals is open from 23 January to 15 March 2017!

The call is open for all priorities and thematic objectives of the programme.  In order to get funding a good idea and partners from each side of the EU – Russian border are needed as well as co-financing. The programme offers funding to projects that contribute to achieving the programme’s priorities and objectives. Private and public organisations can apply for funding during calls for proposals. Every project should provide at least 10% own funding for the project implementation.

The ENI CBC Programme Latvia-Lithuania-Belarus 2014-2020 opened its 3rd call for proposals on 18 March 2019 with the deadline of 30 May 2019, 12:00 (Vilnius time, GMT+2).

The 3rd call is open for the project proposals contributing to the following thematic objectives and priorities:

 1. Promotion of social inclusion and fight against poverty:

  • 1.1. Enhancing the access to social and other services for vulnerable groups;
  • 1.2. Stimulating employment through entrepreneurship and innovations.

2. Support to local and regional good governance:

  • 2.1. Increasing capacity of local and regional authorities to tackle common challenges;
  • 2.2. Strengthening society.

3. Promotion of local culture and preservation of historical heritage:

  • 3.1. Promoting and preserving cultural and historical heritage and traditional skills.

The Programme particularly encourages submission of applicantions to the Priority 2.2 “Strengthening society”.

The 2nd Call for Proposals of the European Neighbourhood Instrument Cross-Border Cooperation Programme Latvia-Lithuania-Belarus 2014-2020 was launched on the 22nd of November 2017 with the deadline of the 22nd of February 2018, 12:00 (Vilnius time, GMT+2). By this time the applications must have reached the Public establishment Joint Technical Secretariat (Konstitucijos Ave. 7, LT-09308, Vilnius).

The strategic goal of the Programme is to strengthen relations, raise capacities and share experience among people and organisations from Latvia, Lithuania and Belarus through implementation of joined actions aimed at increasing the overall quality of life in the border regions.

The 2nd Call for Proposals is open for the project proposals contributing to the following thematic objectives and priorities:

 1. Promotion of social inclusion and fight against poverty:

  • 1.1. Enhancing the access to social and other services for vulnerable groups;
  • 1.2. Stimulating employment through entrepreneurship and innovations.

2. Support to local and regional good governance:

  • 2.1. Increasing capacity of local and regional authorities to tackle common challenges;
  • 2.2. Strengthening society.

3. Promotion of local culture and preservation of historical heritage:

  • 3.1. Promoting and preserving cultural and historical heritage and traditional skills.

Projects shall involve beneficiaries coming from at least one of the participating EU Member States (Latvia or Lithuania) and Belarus. Each organisation must be a legal non-profit entity and must be located in the eligible area of the Programme.

The 1st call for proposals is open for project proposals contributing to the following thematic objectives and priorities:

  1. Promotion of social inclusion and fight against poverty
  2. Support to local and regional good governance

The 2nd call for proposals of Latvia – Russia Cross-border Cooperation Programme 2014-2020 is open starting on 29 March 2018.

This call for proposals has a thematic focus on joint actions in environmental management, in particular, it addresses:

Priority 2.2. “Joint actions in environmental management” of the thematic objective 6 “Environmental protection, climate change adaptation”.

Maximum budget per project is EUR 650 000 (max programme contribution to the project is 585 000 EUR). The maximum duration of each project must not exceed 24 months.

The call is designed as a one-step procedure. Full applications must be submitted by 31st of July 2018.

Latvia – Russia Cross-border Cooperation Programme 2014-2020 launched its 1st call for proposals on 2 June 2017 with the deadline for submission of the project concept notes on 28 September 2017.

The strategic goal of the Programme is to support joint efforts for addressing cross-border development challenges and promote sustainable use of existing potential of the area across border between Latvia and Russia.

The indicative allocation of this call for proposals is EUR 8,6 mln available for the following thematic objectives (TO) and priorities:

TO1 Business and SME development:

1.1. Promotion of and support to entrepreneurship;
1.2. Development and promotion of new products and services based on local resources.

TO6 Environmental protection, climate change adaptation:

2.1. Efficient management of nature objects;
2.2. Joint actions in environmental management;

Lithuania-Russia CBC Programme 2014-2020 launched its 3rd call on 14 January 2020 with the deadline of 30 April 2020 at 24:00 Vilnius time (extended deadline).

The call is open to proposals promoting the following Thematic Objectives:

TO1: Promotion of local culture and preservation of historical heritage.

  • Restoration and adaptation of historical and natural heritage, promotion of culture, cultural networking and tourism development

TO2: Promotion of social inclusion and fight against poverty.

  • Promotion of social inclusion and cooperation in CBC region through improved health, social and education services and community led initiatives

TO3: Support to local and regional good governance.

  • Promotion of cooperation between public authority institutions and strengthening local communities

The Programme funding for project under the Programme priorities 1.1, 2.1 and 3.1 can vary from 100 000 EUR to 1 000 000 EUR. The duration of projects is up to 18 months.

On 1 February 2019 started the 2nd call for proposals of the Cross-Border Cooperation Programme Lithuania-Russia 2014-2020.

The indicative allocation for this call equals to EUR 15,26 million and is divided between all thematic objectives and priorities of the programme.

The deadline for submission of project proposals is 17 April 2019, 14:00 (Vilnius time).

The 1st call for proposals of the Cross-Border Cooperation Programme Lithuania-Russia 2014-2020 was launched on 10 January 2018 with the deadline of 10 April 2018, 14:00 (Vilnius time).
The 1st call for proposals is open for the project proposals contributing to the following thematic objectives (TO) and priorities:

TO1: Promotion of local culture and preservation of historical heritage.

  • Restoration and adaptation of historical and natural heritage, promotion of culture, cultural networking and tourism development;

TO2: Promotion of social inclusion and fight against poverty

  • Promotion of social inclusion and cooperation in CBC region through improved health, social and education services and community led initiatives;

TO3: Support to local and regional good governance

  • Promotion of cooperation between public authority institutions and strengthening local communities;

TO4: Promotion of border management and border security, mobility and migration management.

  • Ensuring efficient functioning of border crossing.

The overall indicative amount made available for projects under this call is EUR 10 000 000. The Programme will finance up to 90% of the eligible costs of each selected project.

On 6 May 2020 the Mediterranean Sea Basin Programme launched a call for capitalisation projects with the deadline of 28 July 2020 (1 pm, CET). It focuses on the transfer, exploitation and mainstreaming of knowledge and results developed under different Euro-Mediterranean initiatives.

All 4 thematic objectives and 11 priorities of the Programme are addressed by the call: 

  • Business and SMEs development (start-ups; economic clusters; sustainable tourism);
  • Technology transfer and innovation (commercialisation of research results; SMEs access to research and innovation);
  • Social inclusion and fight against poverty (professionalization of NEETS and women; social and solidarity economy);
  • Environment and climate change (water efficiency; waste management; energy efficiency; integrated coastal zone management).

The EU contribution available for this call is €11 million. The financial support to projects ranges from €0.5 to €1 million, and up to a maximum of 90% of the eligible costs.

The call for strategic projects was launched by the Mediterranean Sea Basin Programme on 21 March 2019  with the deadline of 3 July 2019, at 1 pm (CET).

The total EU contribution available for this call amounts to €68.5 million  and is indicatively distributed amongst the 7 priorities:

1.1 Support innovative start-up and recently established enterprises

1.2 Strengthen and support euro-Mediterranean networks, clusters, consortia and valuechains in traditional sectors and non-traditional sectors

2.1 Support technological transfer and commercialisation of research results

3.1 Provide young people, especially those belonging to the NEETS, and women, with marketable skills

4.1 Water management – Support sustainable initiatives targeting innovative and technological solutions to increase water efficiency

4.2 Waste treatment and recycling – Reduce municipal waste generation, promote source-separated collection and its optimal exploitation

4.3 Renewable energy and energy efficiency – Support costeffective and innovative energy rehabilitations relevant to building types and climatic zones, with a focus on public buildings

The Mediterranean Sea Basin Programme launched its first call for proposals concerning standard projects on 18 July 2017.  The overall indicative amount made available for this call is €84.6 million. Proposals should be received by 24 January 2018 only through the online application form available here.

Amongst the topics addressed by the call, which covers the 11 programme priorities, are the challenges linked to territorial economic growth through the development of small and medium-sized enterprises, the driving role of innovation and research, social inclusion and the fight against poverty, and finally the protection of environment and adaptation to climate change.

Project proposals shall be presented by partnerships composed of a minimum of 3 different eligible countries, including at least one EU Mediterranean Country and one Mediterranean Partner Country.

Questions regarding the call shall be submitted exclusively through the “FAQs” section of the website. It is highly recommended to consult this section regularly as it will be updated with answers having an interest for applicants and partners.

The ENI CBC Programme Poland-Belarus-Ukraine 2014-2020 launched its 3rd call for proposals on 15 November 2019. 

The call is open to micro-projects (projects with small budgets) within the thematic objective HERITAGE:

Priority 1. Promotion of local culture and history.
Priority 2. Promotion and preservation of natural heritage.

Application Form shall be submitted only in electronic form, via Programme website and e-generator. The call will be open until 15 January 2020 (23:59 CET).

The 2nd call for proposals of the ENI CBC Programme Poland-Belarus-Ukraine 2014-2020 dedicated to microprojects (projects with small budgets) was launched on 1 August 2018.

The Call is open ONLY for the Thematic Objective HERITAGE within both its priorities:

1. Promotion of local culture and history and
2. Promotion and preservation of natural heritage.

Non-investment activities will be supported mainly, which promote cooperation, building of new cross-border citizens’ contacts and relations, exchange of experiences and social initiatives in connection with local culture and historical and natural heritage. The Programme will finance events related to culture, art, sport, education, promotion of history and natural heritage and all kind of similar events supporting cross-border cooperation, as well as promotion and cultivation of common traditions of the borderland areas, cross-border cooperation between schools and higher education institutions, NGOs touristic and cultural endeavours. Promotion of cultural diversity and minorities and development of local communities will also be targeted through the microprojects.

The financial allocation available for this Call equals to EUR 5,2 million. The grant value for the project must range from 20 000 to 60 000 EUR.

Application Forms must be submitted using the generator which will be soon published on the Programme website.

The deadline for submission of Application Forms is 31 October 2018 (hand deliveries – until 15:00, local time).

The 1st call for proposals within the ENI CBC Programme Poland-Belarus-Ukraine 2014-2020 has been launched on 11th October 2016 during the conference closing the 2007-2013 edition of the  Programme and opening its 2014-2020 edition.

The Call is open for all Thematic Objectives of the Programme: Heritage, Accessibility, Security and Borders and all their priorities. The total allocation for this Call equals 80,17 M EUR and the grant value for a project must be within a range 100 000 – 2 500 000 EUR.

In this Call for Proposals the documents will be submitted in two steps: first, the lead beneficiaries will submit the Concept Notes with the general information on the project. Next, only selected lead beneficiaries will be invited to submit the Full Application Form providing detailed information on the project which will be further assessed.

The Concept Notes must be prepared only using the newest version of the application v.1.5 which can be downloaded here: CN Generator

Lead beneficiaries should download and install this application on their computers. After that it may be used offline. In order to submit the Concept Note within the Call, its form must be completed, saved, printed and signed. Both, paper version as well as the electronic files must be submitted to the Joint Technical Secretariat within the deadline set for this Call.

The deadline for submitting Concept Notes is 31st December 2016.

The 1st call for proposals of the cross-border cooperation programme Poland-Russia 2014-2020 was launched on 16 April 2018. This call is open for all thematic objectives of the Programme:

Thematic objective HERITAGE: Promotion of local culture and preservation of historical heritage

Thematic objective BORDERS: Promotion of border management and border security, mobility and migration management

The total allocation for this Call amounts to EUR 41,42 million (EUR 25,02 million of EU contribution and EUR 16,4 million of Russian Federation contribution). The grant value for a project must be within a range EUR 100 000 – EUR 2 500 000. E-version of the Application Form should be submitted to the Joint Technical Secretariat via online system until 16 July 2018.

Two calls for proposals of the ENI CBC “Romania-Republic of Moldova Joint Operational Programme 2014-2020” are open starting from 20 December 2017:

  • The 1st call for proposals for hard projects

Hard projects include an infrastructure component of at least EUR 1 million. The overall indicative amount available for this call for proposals is EUR 32,5 million. Out of the four thematic objectives (TO) of the programme, only the following three are addressed by the present call:

TO 3: Promotion of the local culture and preservation of historical heritage

TO 7: Improvement of accessibility to the regions, development of transport and common networks and systems

TO 8: Common challenges in the field of safety and security

  • The 2nd call for proposals for soft projects

Soft projects do not include an infrastructure component or their infrastructure component is of less than EUR 1 million. The overall financial allocation available for this call is EUR 16,1 million. This call is open for project proposals contributing to all four thematic objectives (TO):

TO 2: Support to education, research, technological development and innovation

TO 3: Promotion of local culture and preservation of historical heritage

TO 7: Improvement of accessibility to the regions, development of transport and common networks and systems

TO 8: Common challenges in the field of safety and security

The deadline for online submission of the project proposals under the 1st call (hard projects) is 21 May 2018 and under the 2nd call (soft projects) is 7 May 2018.

The Joint Operational Programme Romania-Ukraine 2014-2020 has launched two calls for proposals on 18 December 2017:

  • The 1st call for proposals for hard projects

Hard projects include an infrastructure component of at least EUR 1 million. The overall indicative amount available for this call for proposals is EUR 19,1 million. Out of the four thematic objectives (TO) of the programme, only the following two are addressed by the present Call:

TO 7: Improvement of accessibility to the regions, development of transport and common networks and systems

TO 8: Common challenges in the field of safety and security

  • The 2nd call for proposals for soft projects

Soft projects do not include an infrastructure component or it should be less than EUR 1 million. The overall financial allocation available for this call is EUR 17 million. This call is open for project proposals contributing to all four thematic objectives (TO):

TO 2: Support to education, research, technological development and innovation

TO 3: Promotion of local culture and preservation of historical heritage

TO 7: Improvement of accessibility to the regions, development of transport and common networks and systems

TO 8: Common challenges in the field of safety and security

The deadline for online submission of the project proposals for both calls is 17 May 2018.

The deadline for submission of the hard-copy package for both calls is 24 May 2018.

The 6th round of a call by South-East Finland – Russia CBC 2014-2020 Programme closes on 27 February 2020. EUR 5 million are available for the three programme priorities:

Priority 1. Lively, active and competitive economy

Priority 3. Attractive, clean environment and region

Priority 4. Well-connected region

Maximum project duration is 23 months. All project activities must end by 31.12.2022.

The 5th round of a call by South-East Finland – Russia CBC 2014-2020 Programme closes on 27 March 2019. The financial envelope of EUR 6,8 million is divided between all four programme priorities.

Some specific criteria set for this call should be considered while preparing the proposals:

  • Maximum duration of the projects awarded  is 30 months.
  • While selecting applications for the awards, a special emphasis shall be given for the proposals on increasing institutional capacity of public authorities at municipal level of governance in Russia and Finland, their relevant roles in the partnership and support to sustainable use of the expected results.

The 3rd and the 4th rounds of call for proposals of the South-East Finland – Russia CBC 2014-2020 Programme are open with the deadlines for project proposal submission on 28 March 2018 and 15 June 2018 by 23:30 o’clock (Finnish time) respectively. The indicative financing envelope for the third round is EUR 6,5 million, while EUR 8,5 million are available for the fourth. Applications may be submitted to all four priorities of the programme:

PRIORITY 1 Lively, active and competitive economy

PRIORITY 2 Innovative, skilled and well-educated area

PRIORITY 3 Attractive, clean environment and region

PRIORITY 4 Well-connected region

The South-East Finland – Russia CBC 2014–2020 Programme Call for proposals is open and the first two deadlines to submit applications for the evaluation and decision-making are 15 March 2017 and 30 June 2017. In order to apply for funding, the application and its mandatory annexes should be submitted to the PROMAS system by 23:30 o’clock Finnish time at the latest for the selected round of a call. The financial envelope for the first two calls is €8, 000, 000 per round and all four priorities of the programme are available for applying.
